Overall, Ireland was the country with the highest percentage of people without work in 1994, but the figure declined significantly in 2004, the lowest proportion of joblessness population in 1994 was Japan, and the highest in 2004 was Poland. From 1994 to 2004, Poland was the country had the share of unemployed that increased sustainably between 12.4% and 19%, recording the highest rate of joblessness among nine countries. Both Germany and Japan had grown steadily, around 2% and 2.4%, and stood at 9.4% and 4.7%, respectively. The rate of joblessness in Australia rose marginally, from 5% to 5.4%. In 1994, Ireland was the country that had the highest percentage of individuals without work, but the rate decreased around 10.4% in 2004, bringing the figure to 4.4%. Italy and Canada were two countries which had over 10% of the unemployed rate in 1994, and decreased considerably in 2004, standing at 8.4% and 7.7%, respectively. From 1994 to 2004, The UK was in a dramatic slump around 4.8%, between 9.5% and 4.7%, the rate was slightly lower in The USA, the figure had marginally risen between 7.2% and 5.4%.
