Better roads also enable ambulances, fire engines, and police vehicles to reach emergency sites more quickly, minimizing casualties and property damage, thereby enhancing social welfare. Nevertheless, upgrading road networks alone is unlikely to solve traffic congestion or environmental problems; therefore, funding public transport systems is imperative to mitigate these issues. Modes of public transport can carry large numbers of passengers in a single journey, meaning that one train can replace hundreds of private vehicles. As a result, road space would be used more effectively, alleviating congestion during rush hours.＋ Moreover, electric-powered modes of public transport, such as trams and metros, are regarded as low-carbon alternatives to fuel-powered private vehicles.
