It is true that one of the major causes of pollution is the transportation of goods and people. Op inions are divided on whether governments or individuals should be responsible for dealing with transport pollution. In this essay, I will evaluate both views before arguing that the responsibility belongs to both parties, but governments bear the greater ones.

Individuals play an important role since their travel and shopping habits directly affect pollution lev els. In many places, residents tend to commute by private vehicles alongside the increasing use of express delivery, significantly contributing to air pollution. Addressing this problem requires people to change their daily habits. Purchasers could opt for walk-in shopping or standard delivery to consolidate deliveries within the same area, and commuters should shift towards public transport or bicycles to reduce exhaust fumes. For example, in Finland, people have a strong habit of cycling to school, work, and other places, helping make the country one of the greenest nations in the world.＋ However, governments play the leading role because they have the authority and financial resources to implement large-scale environmental policies. First, once governments boost investment in mass transit, such as trams and metros, and raise public awareness of the enviro nmental impacts of private vehicles, they could encourage people to actively switch to public transport. Japan is a good example as its punctual and reliable public transit promot es greater use of metros and buses for daily commuting, thereby improving urban air quality. Moreover, governments should build intermodal transport hubs so that goods can be transferred effectively while reducing reliance on truck freight which em its diesel fumes into the environment.

In conclusion, I believe although individuals are partly responsible for changing their travel and shopping habits to mitigate air pollution, their behaviour changes are difficult to occur on a large scale without supportive policies. Therefore, governments bear the greater responsibility to tackle the problem and implement strategies to invest in transport infrastructure.
