There are several reasons behind this problem, the most notable being the social stigma. Many employers usually reject hiring people who has the criminal record before, while the local community often has a discrimination with them. These treatments damage their self-esteem and make them lose their previous confidence, so that these ex-prisoners tend to return their old criminal path as a way to take avenge a life. Added to this is the lack of practical and modern job skills which also make them have a difficulty to seek a stable job after being released. For example, many crimes have to live in prisoner many years without vocational training. Therefore, when released, they are unable to keep up with the changes of labor market and ultimately come back to illegal activities to earn a living. These factors can explain why do some people continue to commit crimes after they have been punished.
From my perspective, this issue can be solved with the following two solutions. On national level, the government should implement vocational traning programs in prisoner by teaching crimes about real-life skills such as cooking, electrical repair or machinery operation. These professions often remain the high demanding, and allow re-offenders to find a long-term job after reintegrating into the social environment instead of relying on illegal income. On both an organizational and bussiness level, employers and local residents should be encouraged to give criminals a second chance through reducing the discrimination with people who has committed. A cleared instance can be seen is in Viet Nam, some business started employing re-offenders who completely finished their vocational training , let them fit into society, have a self-assistant of finance, and positively contribute to the community.+

In conclusion, the high rate of repeat offending can be attributed to professional and social rejection and outdated job skills. However, this problem can be tackled with the vocational traning supplement and public acceptance's encouragement, there by helping them rebuild a better life and decreasing the re-offending ability.
