Overall, it is clear that there was an upward trend in the percentage of staff who had Master arts, Ph.D arts and Ph.D science qualifications while the trend for the rest of education levels of officers saw the opposite side. In addition, Ph.D science witnessed the most significant increase over the ten-year period. In 1990, the proportion of Master science staff made up the highest point, at 29%, the figures for First degree science and Master arts were nearly similar rate at 20%.
