People have different views about whether authorities should spend more of their budgets on containing natural disasters or on reconstructing communities after they occur. While both investments have their own merits, I believe that a balanced allocation strategy is the most reasonable solution, as each serves distinct but equally important purposes.

Introduction
Body
On the one hand, there are compelling arguments in favor of preventing natural disasters as a pressing issue to investments. This is primarily because it lays the groundwork for mitigating the severity of disasters. Although disasters can’t be completely prevented, such as eruptions and earthquakes, leading to shock and catastrophic damage to many countries, even the most prepared nations, investing in preventive measures can still significantly reduce their impact. For example, planting forests can reduce the risk of landslides, while unexpected drought could be mitigated by constructing a water reservoir. As a result, such contributions not only protect lives, but also provide rich biodiversity.
On the other hand, I firmly agree with those who argue that rebuilding communities’ lives is also essential. Governments need to allocate national budgets to support communities because resident usually lose their access to basic necessities during and after disasters, so authorities need to quickly recover infrastructure and public services. Furthermore, such reconstruction can contain future consequences. Without proper support, disasters can cause prolonged consequences, such as increasing poverty rates, discrimination, or even mass migration due to loss of livelihoods. Therefore, allocating resources seems like a strategic investment for the long-term development of the nation.
Conclusion
In conclusion, although spend budgets on preventing natural disasters remain a priority, investing in reconstruction in communities after they occur is equally significant in the long run. Governments therefore stricke a balance between immediate needs and future survial strategies
